Dr. Roger Charles DIA is a seasoned public health leader with over 15 years of experience in the strategic planning, coordination, and implementation of large-scale health programs across West Africa. As Director for the West Africa region at Global Health Shield, he provides technical leadership in immunization program management, health systems strengthening, supply chain and medical logistics, and private sector engagement.
Dr. DIA has successfully led the development of national operational and strategic plans for immunization programs, demonstrating strong capabilities in budgeting, monitoring and evaluation, and resource mobilization. He has worked extensively with global health partners-including UNICEF, WHO, USAID, Gavi, and the Global Fund-spearheading multi-stakeholder initiatives aimed at improving the sustainability and effectiveness of the Expanded Program on Immunization (EPI).
With deep expertise in supply chain and medical logistics, Dr. DIA has overseen the design and management of end-to-end vaccine distribution systems, cold chain infrastructure optimization, and last-mile delivery solutions in both routine and emergency settings. He has played a pivotal role in regional coordination efforts within the Economic Community of West African States (ECOWAS), contributing to cross-border collaboration and harmonized health responses across member states.
Dr. DIA also served as Program Manager for the Country Coordinating Mechanism (CCM) for the Global Fund, where he led country-level coordination, stakeholder engagement, and performance monitoring to ensure alignment of Global Fund investments with national health priorities.
Dr. DIA is a licensed pharmacist and holds a Doctorate in Pharmacy from the University of Cocody in Abidjan, Côte d’Ivoire; a DESS in Health Program Management from the Centre Africain d’Études Supérieures en Gestion (CESAG) in Dakar, Senegal; and a University Diploma (3ème Cycle) in Environmental Health from the University of Versailles Saint-Quentin-en-Yvelines in France.
